Ian makes his views know about infrastructure development to the then President of Zambia at his residence. Ian states that if Zambia provided a 25 year concession to improve the border controls around the country the country would be able to earn increased customs duties, reduce health problems around the border while the concessionaire would provide risk capital to build the border control, earn its profits from international haulier companies crossing the border and this would be a win win solution for all those involved.
